First of all welcome to the board. I hope you will find it educational and fun. There is a lot of good info here and a lot of just funning around.
Now for your question, I have no idea. I haven't had to take off the newer ones so I don't know. The older ones used to have little buttons that you had to pull out. I would say just take something a pry the edge up so you can see in and see what is holding it there.
The older ones have little buttons that you just have to get like a screwdriver or they make a puller for it under it or next to it and just pry.

Saw this stuff on ebay and thought you maby could use some of it...Dead Link Removed
If I remember correctly there are some screws around the pull strap and mostly it has the pop out type holders. My elect. lock activator went bad and a new one is $50. or so and it requires a large rivit gun to replace. I had the body shop do it cause therir labor rates are less than a dealers.
Shouldnt be much difference in 96 to 98.
