My Explorer came with 20" wheels, I do not like them. not enough rubber. Can I use 18" wheels on my 2017 explorer limited.

Yes, as long as you use a "taller" tire, to be within 3% of overall diameter.

EX: 255/50-20 vs 255/60-18

In fact, I use 20" wheels/tires summertime, and 18" Blizzaks in winter.

18" is as small as you can go. 17" worked on the 2011 to early 2013 models. The brakes were upgraded to heavy duty during the 2013 production cycle. This has been asked before but unfortunately the 'Search' feature still requires some work since the site outage was restored.

What about 18" on a 2021 Limited? Just got the car 2 days ago but do not like the 20" (upgraded polished aluminum) and need M/S rated tires not All Season since I live in snow country.

VERIFY brake caliper clearance (I do not know), but tires are okay.

Welcome to the Forum.
If you have 255/55R20 tires now then a 255/65R18 would be an exact match. 255/55 R20 vs 255/65 R18 Tire Size Comparison Table with Graphic Visualization (inch difference)
If you are in "snow country" then a good set of dedicated winter tires is what I would recommend. I've used them on all my vehicles.
