can steering wheel controls work with aftermarket deck?

Some of them, yes. You need a specific part to do it. I'd talk to your local stereo shop and they can give you more info.

you would need an adapter kit. they range in price and quality..anywhere from 40-100 bucks and even more for some. I dont know how trustful this site is but... they got em for around 40 bucks.

Ive installed a pioneer avic double din nav unit in a 2004 silverado. I believe I used a scosche unit to adapt the steering wheel controls. You have to be sure your deck accepts steering wheel controls. You just have to figure out which color wire is which coming from your steering wheel to splice into the adapter.
It was actually very easy if you have a good wiring diagram.
