Welcome to the Forum.
Did you just get this vehicle? If not, did the issue just start? It likely has to do with the linkage inside the door.

Thank you for the response. I got the car a few months ago when I picked it up the door worked but soon after I could not open it from the outside or inside. The problem is that in order to take the inside door panel off the door has to be open, as part of the inside panel closes right on the door frame.

I spoke with the state police garage they said they have had the same problem and had to drill a small hole through the panel to get to the latch. Does anyone know the exact place on the door panel and the size of the hole that I could unlatch and do little damage?

If you have a door without speakers I would go in through there and make it large enough to get my whole arm through and reach up. That way when you're done you can just install a speaker grille over it and it wont look as bad. I would first look around on FB marketplace or any junk yards to see if they have any explorers they are parting out and can sell a door panel out of. If you get a replacement you won't have to worry about salvaging the panel. Another reason I would go in where the speaker goes is because it avoids running into metal behind the plastic panel.

I called the state police garage and they said they had the same problem and drilled a small 3/4-inch hole and were able to open the door, so when I am near the garage they said I could stop by and they would mark the place I should make the hole. Thanks for your response. I will post if and when I get the door open

I got it to open with scribe. pulled up the latch through the hole where the lock would be.
