car wont turn over

Driving home yesterday and the car just died
tried to start it but it wont turn over so towed it home
tried this morning still wants to turn over but wont Im thinking fuel pup
I changed spark plugs and wires about 2 months ago
so I checked the fuel pump relay took it out switched it with the blower relay still no start
I'm not hearing the hum when the key is in the on position
checked the inertia switch its fine
what I want to know is their another way to check the fuel pump
If so could you guys give me a play by play?

The basic parts of checking the fuel pump when you don't hear it come on with the key looks something like this:

Get a voltmeter and a wiring diagram (even the one in Chilton's is adequate).
Start at the battery and test the circuit at convenient places along the fuel pump circuit (use the fuel pump test lead in the self-test connector to force the relay to close). These places could include the fuse, the relay, the inertia switch, and the connector at the fuel pump, which can be accessed in the frame rail just behind the fuel tank above the axle. The fault in the fuel pump circuit will be between the last point where you had 12 V and the first point where you have significantly less than 12 V. If you have 12 V at the fuel pump connector, check the ground side of the fuel pump circuit. If the fuel pump is getting 12 V and ground, then the pump is bad.
