Cat Converter Question

1996 Explorer XLT 4x4 4.0 auto.

Recently I took the Explorer to a chain repair store due to a hole in the exhaust right between the cats. In the repair they replaced the two cats with one high flow unit since they said they were bad. Sine then I have gotten two codes: P0133 - Oxygen Sensor Circuit Slow Response (Bank1, Sensor1) and P0420 - Catalyst System Efficiency Below Threshold (Bank 1).

I crawled under to make sure that the sensors were plugged in and the wiring good and noticed something. The 'rear' O2 sensor is now installed in the cat. It is mounted right in to the side of the midpoint of the cat. Now, shouldn't this be after the cat for accurate readings? I would imagine that this would be the reason for the codes since the 'rear' sensor is now too far upstream.

Has anyone ever seen a converter like this?
