A very good question. I checked mine and don't see any kind of switch/button. So my guess is that it comes ON when the vehicle doors are opened and stays ON until the vehicle is turned OFF and then the Battery Saver feature turns it OFF after 10 minutes. I didn't feel like sitting in the vehicle for 10 minutes to verify that.
No actually they come on when I get in the car at night and need to get something out from the glovebox, center console or armrest storage. They may even be on during the daytime but not noticeable of course.
