the trans range sensor is mounted on the left side of the trans were the shft linkage goes into the case. its a black sensor and tells the pcm what manual shift position the tranmission is in(prndl). chances are the sensor itself is failed as the "high" reading means it is shorted. it is possible the wires are shorted but unlikely.
Check the conector at the sensor in the harness. Check for corroded wires, clean them up and put some electrical contact cleaner/stabilizer on the conections. Down there by the transmission you can get a lot of corrosion from moisture.
