That is an electrical clutch for the compressor. It only turns when the compressor is actually needed. If you turn on the A/C it should turn. It will cycle on and off a few times per minute.

but when i turn on the A / C it gets stuck never turns electrical clutch.
it is possible to removing and replace something or make a verification of the electrical clutch please
locate a 2 wire connector at the top of the compressor, near the pulley. Apply 12V here to engage the clutch. Do not connect for more than a few seconds, just to test.
