Converter stall speed problem?

I had my truck in my bay at work last week and I noticed the tranny is pretty newly replaced. more than likely a reman unit from jasper, etc...

what is the stock stall speed in a 99 with a 4.0ohv
i have a feeling the converter was wrong from the getgo, and it was never addressed.

the problem i'm having is my truck has barely any low end grunt to it.
in my years as a tech i've driven many explorers. every one of them was capable of spinning the tires with a simple mash of the throttle.
my truck won't even powerbrake.
 






ok i just did some reading around here and i found this fact to be interesting.

aparently only the SOHC motors came with 5spd autos.
i have an OHV motor, and the reman trans has 5 gears.

anyone think this has any bearing?
 






Actually, the 97 and later OHV also had the 5 speed auto (5R55E). 97 was the first year it was offered.
