Cruise control surging

My 2001 Explorer has 128,000 miles and has had a surging problem with the cruse control when doing about 70MPH downhill since about 70,000 miles. The car has had the fuel filter changed, new plugs and wires. If I hold the gas pedal steady with just a slight pressure it will stop and I can feel the fluction with my foot. Yhe ox/sensors are original and thought maybe these need replacing ???

Any suggestions would be appreciated.
 






I had a '90 Ranger that used to do this, too. I never discovered the solution but with all I know about the Explorer now, you might want to check the speed sensors (replace or clean 'em).
