Dash lights flickering?

1997 Ford Explorer. When I turn on the headlights, the lights on my dashboard "flicker". They don't competely go off and on, they just get dim then bright, then dim then bright. Happens if i'm sitting still or moving. The headlights work fine - just the dash lights and the lights on my climate conmtrol panel. Any ideas? Thanks much!

Following...I have the same thing happen, but I have noticed that if I touch the interior light dimmer wheel, it can sometimes help.
