Dash Swap Question

On a 1st gen, or any explorer I guess, what is the dash VIN attached to, the dash or the body? I swear I can't tell looking at it from above. If I swap a dash between two vehicles, which VIN do I have in the end? I'm actually cobbling together two explorers, and one reason I'm asking is because if the '94 VIN winds up on the '91 drivetrain, it's a no-go with the emissions folks...

It is riveted to the body.

I have done 2 dash swaps in my `92.

The First time I was from a Blue Dash to a Grey one.

The Second swap was from the 1st Gen Grey Dash, to a 2nd Gen Grey Dash.
