Dealer can't find a TSB

2007 2wd, 2.3, 5spd man
I can see a particular TSB on the web and I can even find it on the National Highway Transportation Safety Administration website. But my dealer (Dick McKenzie Ford, Hillsboro, OR) can't find it. My 2007 2wd Ranger has a clunk on the passenger side front when rebounding off a speedbump - had it since day 1. Any ideas?

The one I find is 07-23-08, could be the one you are looking for. Involves the inner tie rod ends, pertains to a pop/clunk/click when turning the steering wheel at low speeds. Other than this one I see nothing else related to front end noise.
