IIRC the wires found in the "B" might be for the backup sensors in the rear bumper (if so equipped). I replaced the seat belt assembly on my 2000 Mountaineer's driver's side "B" pillar this past weekend and there no wires attached to the mechanism. I don't believe many regular vehicles had pre-tensioners in mid/late 1990's into the early 2000's. The first Ford's I recall with passenger seat weight sensors in were around 2005.
It's a small, 2 wire connector. Absent on 98, present on 99. It's not connected, terminated with black cap, at the bottom of B.
left side: white/green and brown/green
right side: white and brown
