Do I need a new fuel pump?

At some point, you should verify you are getting current to the connector at the fuel pump. You should do this before dropping the tank all the way down and pulling the FP assembly out.

The mechanic was telling me they have to drop the fuel tank to get to the connector? I looked briefly for it the other day but couldn't find anything (looked on frame rails)

That's correct, but you shouldn't have to drop it all the way or pull the assembly out to check for power.

Ok, well if he's getting power at the intertia swtich, and lets say we don't get any power at the fuel pump (hypothetical) would could be between the inertia switch and fuel pump that would be causing this?

It could be a bad/loose wire in between the inertia switch and FP. Did he test for current on the outbound side of the inertia switch? Here's a thread that may be helpful if you want to do this without dropping the tank. Read the entire thread since the bottom of it is for Gen II Explorers. http://www.explorerforum.com/forums/showthread.php?t=182160
