Door Locking issues

I have a 1998 Mercury Mountaineer, the drives door power lock button will not unlock or lock the doors at all (makes no noise). the passenger door power lock button will unlock the doors but will not lock them. The back button by the hatch back will lock and unlock all the doors. The Key fob will unlock all doors but will not lock any doors. we bought a new fob and programmed it and same thing. Does anyone have any more ideas of what could be the problem?
