Yes in general but the leaf springs are a bit of a variable since how low a vehicle sits depends on its weight - which varies from Explorer to Explorer.
Yes. A notch is required for anything more than 3" of drop in the rear. Even at 3" you SHOULD cut the bump stop in half. I have a set of 3" drop leaf springs for a 1st gen X, I won't be using them anymore. I am going to go IRS in the future.
