E-Brake to the floor?

I have a 91' Explorer that just won't stay parked all the time. The E-Brake goes to the floor barely grabbing. How do you get this tightend up?

Underneath the truck is a cable that splits in two near the back wheels. There is a bolt on it that can be tightened up, thus putting more tension on the cable. Ceck to see if the Emergency brakes are in good order before hand though.

Check out the brakes and cables if they look ok and its just the E-brake control thats slipping then go to the dealer they had a recall on that they just install a Parking Brake Wedge.
