Ok, I'm at a loss here...I've done everything under the sun to fix my rough idle except replace the EGR valve...Is this easy to do, and could this be a source of a rough idle?

It's not too hard to replace. Yes, it could cause the rough idle. The EGR should be closed when at idle. If the EGR valve does not close, then the excess exhaust will cause a rough idle and even stall. Usually it's a bad EGR solenoid, but I think it's all one part for the 95's.

Is there a way that I can check to see if it's open or closed?

Only way to test it is to take it off. Then you can get one of those hand vacuum pumps and see if it opens when vacuum is applied and closes when it isn't.

EGR system is part of the greater EEC-IV engine management system. If I thought I had an EGR problem, the first thing I would do is run the EEC-IV self-tests and see if the computer can see the problem. The computer isn't perfect at seeing every fault, but that's where I'd start.
