Electric seat not moving

'98 Ford Explorer
In my '98 explorer I have the below electric seats.
They are not working at all. Not on driver nor passanger side.
I disconnected the connector under the seat but the multimeter shows only 0.02V with ign off and around 0.2 or 0.3V with ignition on.
As there is voltage I suspect all the fuses are ok even that is too low to do anything.
What should I check next? Any relay? I did not find any regarding the electric seat in the owners manual.

Check fuse #18 on the instrument fuse panel, 25 amps. All seat power. From this fuse it is a direct hot all the time 12 volt feed. black/ white stripe wire to seat and lumbar.

The 2 wire gray connector in the front of your picture is for the lumbar control only. The motor control connections are located behind the switches on the side of the seat. Black/ white strip wire should have 12v. Solid black wire is the ground

Look at these pictures of the switch for sale on E bay -

The 2 wire gray connector in the front of your picture is for the lumbar control only. The motor control connections are located behind the switches on the side of the seat. Black/ white strip wire should have 12v. Solid black wire is the ground

If nr 18 is for the seats it will definitely not work as its removed. Its also the fuse for the electric lock(Drivers Unlock Relay, All unlock Relay, All lock relay) which(the central lock) has some problems and lock/unlock all the time so it has been removed by the previous owner to stop that behaviour :)
I will try tomorrow to put back that fuse and see if the seats are working.
But what I do not understand is that I was able to measure something like 0.2V on the wires. If there is no fuse it should be 0V...

If that Gray connector is for the Lumbar support only where does the feed comes for the motor control? I mean I did not found any other cables coming to the seat as a power source kind of thing...
 






That is your problem.

Wire feed must come from under the seat to the power controls.
 






Nope...that IS your power feed. That harness with the two grey connectors feeds another harness that controls your seat motor in addition to the lumbar control that also has a grey connector.

You are a hero. The fuse did the trick. Just put it back setup the seat and took it off so the lock not clicking.
Next week I will take the door apart and hopefully find the wrong part about the locks.
