The throttle plate in your Throttle Body, just like the old "butterfly" in a carburetor, controls the quantity of air entering the engine.
The "gas pedal" used to be connected to the throttle plate by a cable. The plate is now moved, open and closed, by an electric motor controlled by the computer. This is now often called "drive by wire" or more officially, Electronic Throttle Control.
In the event that something seriously wrong is detected by the computer, it can illuminate the "wrench" symbol you refer to, and at the same time, limit the amount of power the engine is allowed to produce by only opening the throttle plate a certain small amount.
The problem might also lie in the throttle control system itself. imp
