Emergency Brake will not engage

Need some help with emergency brake.
I press down on the brake and it will no longer click/lock

I initially watched this video in regards to replacing the pedal. I was going to do it myself until i found out that it seems that I may need a hoist to go under the car to disonnnect / reconnect the parking brake cable (I try to avoid any work where I need to be directly under the truck)

I have already replaced the rear pads that were worn out. Also when I press the parking break, the car will stop and in addition the cable appears to be attached properly because it moves on the end where the rear caliper is when I press the parking brake, but the problem still remains.

I purchased a new emergency brake lever, and took it to a mechanic, but the mechanic that I took it to said that he would have to remove the computer and that he did not have the tools to reprogram it so he told me that he cannot do the repair.

I purchased a subscription to alldata diy and step 3 says:
3. Remove the BCM-B (Body Control Module B) and bracket. REFER to Body Control Systems, Body Control Module (BCM) - With Intelligent Access , REFER to Body Control Systems, Body Control Module (BCM) - Without Intelligent Access

Can anyone tell me if this is correct? I am thinking that my mechanic is referring to BCM (Body Control Module)
Does anyone know?
#1 does this component really need to be removed to replace the parking brake foot pedal ? and
#2 if that is the case does the computer need to be reprogrammed as a result of that removal?
Has anyone done this before on this forum?
 






I'm guessing its mounted near the pedal and needs to be removed to gain access to the assembly. I doubt anything needs to be reprogrammed for this repair especially if the AllData book doesn't say its required.
 






So I was able to get the issue resolved myself and I didnt have to get totally under the car.

Since there was tension on the cable , I had to cut the cable on the front end side. Cutting the cable and getting the parking brake in and out took a long time because there isn't much working space.

The wire cutters I had wouldnt cut a cable that thick. I had to nibble at the cable to get it cut. I did not need to remove the BCM. It took me about 3.5 hrs total to replace the pedal.
