Emission test and Check Engine issues.

I recently took my 1998 Ford Explorer Sport in to get inspected. I failed because they said my check engine light is out and my emission test failed. I looked at the sheet and it reported codes P0171 and P0174. About a year ago I had a new O2 sensor put in for what I think were the same codes. Are the emission codes and check engine light related? Can I fix this my self? I just really don't want to spend all that money again just to have it fail a year later.

Also I noticed that one half of my dash is no longer illuminated, not sure if this is related.

Any help would be greatly appreciated,

The lights should not be your problem with codes. you will have to take out the cluster and replace the bulbs, I believe the bulbs are 194s? as for the OBD II Codes, try typing them into Google, or the search function on this site, there are sure a lot of information on these codes.
