IT PASSED!!!
It was on the gas analyzer, failing, inspector's playing with things, accidently knocks the vacuum line off the FPR, and results change to pass.
Best answer is: brand new fuel pump cannot keep up with engine...Before I ever got it tested I installed a new fuel pump when my old one died... I've now been through everything on this car related to fuel (and I always saw 30-35 psi idling, revved up, but I guess I never watched it under load). Must be a volume problem?
