Engine light keeps coming on

My engine light keeps coming on my '97 XLT. I took it to Auto Zone and the code that comes up is P0446 (emission control failure). They told me it was my gas cap but I know that is not the problem. So I took it to a garage and they said that there was a service bulletin out for that code and that I have to take it to a dealer so that they can reboot the computer. Has anyone else had this problem? I'm just wondering if this is correct or if it is actually a common problem.
