Engine running even after battery disconnected

I have a 1996 Explorer XLT, in its previous life it was a police car. I bought at auction and shortly thereafter, it was stolen. I recovered it about a year later. The ignition had been punched and a push button wired directly to the starter near the battery. And consequently, the vehicle is always in the “acc” and the only way to turn the engine off, once started, is to pull the fuel pump fuse. But, the battery is still “hot”. So I have to disconnect it So, without getting a new ignition, I figure to install a kill switch, but I haven’t been successful. I can’t seem to figure out why every thing will still remain on even after I disconnect battery, including the engine until I pull the fuel fuse. Any help would be appreciate.

Why not get a new ignition?

It’s just not worth it, honestly. I have it up for sale for 800.00. I don’t want to put any more money into it. But I don’t want to sell it without being able to turn it on and off.
 






I have not had my Mounty steering column out but I have swapped columns in a couple different 90's era Fords. It shouldn't be too hard. A steering column should be pretty inexpensive at a salvage yard, especially if you have a U-Pull-It type place near you.
 






I recently had one of my '97 columns out and back in and the worst part of it was trying to unfasten the shift cable up at the top of the column. Good luck. I broke my cable and had to replace it. It was a $50- learning experience.
If it 5.0 powered I would keep it!

The ignition switch controls what main power is connected to. If the key cylinder was damaged(column with it), then likely they placed the ignition switch in the ON position, and what you described suggests that power is going everywhere all the time. That can't change unless you find a way to control the ignition switch. Likely the switch is not damaged, but the column is, plus the missing key cylinder.

Post a picture of the column, or go buy a used key cylinder(plus key), or the whole column from a 95-01 Explorer etc. Many will work, but you need one that matches the vehicle features.
