Exhaust Flange nut help (seized)

Has anyone had the exhaust flange nut seize where it wont move at all?? Ive tried everything and it wont budge.. Is it a nut and bolt or is the bolt part welded onto the manifold?? If its a nut and bolt ill just cut the bolt and get a new nut and bolt,... i cant figure it out and its driving me crazy I hate to take it to a shop just to get robbed,.. But I need to get it taken care of asap I have a exhaust leak from that point.. BTW my truck is a 2003 with a 4.6,... Any help would be greatly apreciated.. Thanks in advance.. PB Blaster and let it set for a day or two.

Acetlene torch heat.

Cut the bolt, drill it out and replace with a grade 8 nut and bolt.
 






i have extensive knowledge of the exhaust manifold area on the 4.6L, could you better describe where the bolt is? Going into the head? or where the manifold meats hte y-pipe? hit it with some WD-40 and let it sit for a day or two.

Its where the Manifold connects to the Y pipe.. Is that a nut and bolt or is the bolt pressed in??

As a full-time professional mechanic at a large dealership. Try using an oxy-acetylene torch to heat up just the nut and then spin it off. Otherwise just cut and replace with a nut and bolt. Done this dozens of times with not a single problem. Post if you need more help.
