Welcome, and that would be great if it would. The racks are likely similar internally besides settings for firmness and feedback etc. But the mounting locations and external shape would have to be perfectly matched to swap them. The rack is very tight fitting in the Explorers/Rangers/Mountaineers, any slight difference wouldn't allow the Mustang rack to go in them. FYI, the SN95 racks are what would be desirable, that is 99-04 generally models. The 95-98's were early new parts developed, for many things. The 95-98 racks will be almost the same, but all internal differences if any.
If any rack will swap, you must check the outer TRE travel, the limit points set based on the turning radius. The SN95 Mustangs have a limiting spacer on their outer TRE's, a simple plastic/urethane piece you can remove or make thinner etc. That part was added to adjust how close the tires get to the inner wheel wells.
