Explorer not kicking out of high reveing

My explorer has a bit of a problem. It sometimes doesn't kick out of high rev. This is fairly rare.

First thing I would look at is the Idle air control,take it off and give it a cleaning ,see what that does.

I had this happen once. Cleaned the IAC and build-up of sticky grime around the edges of the throttle body butterfly plate to ensure free movement. Not sure which solved the problem...but, it was gone after that.

I'd say remove and clean your throttle body.

Exactly what RPM is "high revving"? If you're talking about a few hundred RPM over normal idle then it could be your IAC. You can try cleaning it, but sometimes cleaning the IAC doesn't help and you need to replace it. Is you CEL on?
