I have a silver metallic 2002 XLS explorer. The gray plastic fender flares are faded/chalky.

Is there a permanent fix for this such as a Plastic spray colorant/paint,..or do others with thie problem just keep them loaded with something like Armorall??

A lot of people use Krylon Fusion plastic paint and paint them black because it looks better than the gray. Others use plastidip but that tends to fade. Otherwise I'd use lots of black magic every month or so which is kind of a pain. IMO silver with black cladding looks really sweet.

If you click on my registry you can see some pictures of mine before and after.

Duplicolor makes a trim paint that works quite well, too.

I just use Meguiar's Back to Black 2x per year. The plastic looks great and no need to mask and paint. It works great on all the plastics regardless of color.
