Recently had an inspection done on an 2000 explorer xlt. It passed everything but the inspection computer couldn't communicate with the explorer causing it to fail. Tech said it had something to do with the OBD II port. Has anyone run into this before? If so, whats the fix?

Sounds like low batteries on the scanner or a dirty/loose connection. Try some electrical cleaner on the OBD connector

Check all your fuses.. On some vehicles, the ODB-II port is powered by the same fuse that runs your cig lighter..

There was someone else on here that had the same kind of issue, but I don't remember which fuse it was, or if it was really the fuse.
