Fan Speed Issue

I have a weird problem with the front fan on a 2007 Ford Explorer XLT. Its is a 4 speed fan however only 3 speeds work. 1 (2 and 3 are the same speed) and 4. I thought it might be the resisitor so I replaced it however nothing has chnaged. Any ideas?

When my fan didn't work on speed 3, I replaced the switch and now have all 4 speeds. I got the radio bezel with all attachments from eBay for $14.
