Fault Code 446

2008 Explorer Sport Track, indicates fault code 446. I trouble shot the following, under the hood valve, voltage to the valve =12.6. valve holds vacuum & pressure when external voltage source is applied. The aft valve located by the rear wheel Rt side was replaced with new. Both new and the replacement valve did not hold vacuum & pressure when external voltage source was applied. Voltage at this aft valve connecter = 1.9 volts then drops to .5 volts. Gas cap was replaced with new. Fault code 446 remains. What other components did I fail to trouble shoot?

I had the same problem with my daughter's 2000 Mustang. Hers turned out to be the rubber grommet that attaches the filler neck to the gas tank. If you will google DTC PO-446, it can be anything from a faulty canister,clogged valve, or something as simple as a small vacuum leak in one of the lines. Do you smell fuel around the canister?
