Fog light trouble ?

I noticed one day my fog light was out so I thought nothing of it and had an extra bulb laying around so I put it in I noticed there was a little water in the lense but I did think anything of it so one day I turn my lights on and the driver side bulb isn't on so I get out to check and the bulb explodedin the housing and I put another bulb in and now it won't work but the passanger one still does is it a wiring issue or a ground or the relay is blown

A multimeter would really be helpful if you have access to one if you're trying to diagnose what's wrong. Also on of those little test lights that look almost like a soldering gun and have a ground wire on the other end is extremely helpful. I'm planning on using both to figure out my 7 pin trailer harness problems.
