Ford E-150 Getting Wet Problem

I have a 1999 Ford E-150 Conversion van that runs rough (backfires, lose of power, stalls) when it gets wet underneath. Recently happened when I went through a carwash with underbody option.

But even after it dries out, it bucks when accelerating slowly. But smooths out if it goes into passing or lower gear.

Had transmission completely flushed (which seemed to help), but symptoms returned. Also have a whine when running the engine.

Any ideas?
 






Likely that water is getting in the air intake, next time this happens check for a wet air filter.

However you said the truck never runs right? even dry?
Ford intakes are notorious for leaking and allowing water to enter the air intake, pre airbox....
 






List as many symptoms/noises/frequency/or other odd behavor that you can think of. Also try to pinpoint the whine. How many miles. Not to fimilar with the new vans but list more thing and I will try and help.
