Front bumper fog lights mod

I want to modify the bumper on my 2001 ST to get either factory or aftermarket LED fog lights in the holes (or convert them to LED).
Is the best way to cut out the holes for the fog lights with a hole saw?
Would it be better to buy a new bumper/grille assembly with the holes already cut out on ebay?

I would say cutting it out is your best bet, then ordering a new one if it doesn't go as planned.
 






Ok once I do that, how will the fog lights mount inside the holes?
I dont care if they are factory or aftermarket, I am going to want the best fitting lights.
 






The factory fog housings are mounted behind the bumper by 3 screws, I'm not sure what the backside of a non-fog bumper looks like but those 3 screw holes may be there on yours too. Look behind the bumper and see if those 3 screw holes are there around the (would be) fog opening.
 






It was hard to snap a good picture of how my factory ones are mounted due to the splash shield, but here are some of my driver side:

Hopefully you can use those as some sort of reference.
 






The mounting holes are in place for the 3 bolts that go with the factory fog lights. They are part of the bumper. fyi.. Hardest part is cutting the holes out for the lights.
