Front engine noise 4.0L OHV

I am trying to locate the cause of my front engine noise. It is a loud "rushing air" or "whistling" sound. I removed the serpentine belt and still have the noise. Using a metal pipe to isolate the noise it seems to be coming from the drivers side of the engine. It may be louder near the back of the engine. I thought it might be the timing chain, but the sound is definately more on the drivers side and most of the posts indicate the timing chain isn't a problem on the OHV engine. The noise also seems worse under the engine than above it, but that might be from the sound bouncing off the pavement.

The engine idles rough but when I remove the air breather duct is smooths out. This doesn't affect the noise, but I need to diagnose the idle proble too.

Does anyone have any suggestions or additional tests I can run?
