front sway bar problems

the bushings on my front sway bar are completely out (i have them), and the support bar that comes straight up off the a - arm is just dangling in between the sway bar connectors, should i just tighten the bolts up or do i need new bushings in there

I'd replace them (the bushings). Metal to metal contact is never good on suspension parts. Also, moving this to Modified 95-01

New kit with all bushings and new links is only like $35.

Side note, how is this modified?
