Frozen Lower Suspension Arm

I am wondering if anyone has ever had frozen lower suspension arm where it is connected to the frame. I have a good bit of rust and the passenger side control arm has limited movement when compared with the driver side, in fact, there is about an extra inch of clearance from the top of the tire to the bottom of the fender and when I jack up that side, there is limited movement of the arm and it appears to be frozen from rust. Shocks, ball joints all okay

Anyone ever experience this and if so, how did you free it up?
