Fuel gauge not working/trailer wiring?

I recently acquired a 1999 Sport with the 4.0 SOHC. I am having a couple issues. First the fuel gauge isn't working and sits on empty all the time. When coming to a stop you can hear something clanging around in the fuel tank. I assume that its the fuel sending unit or something has fell off. Second my factory trailer wiring harness isnt working properly and i used my ohm meter and the only thing not working is the right hand turn signal. i checked it straight from the factory wiring. i tapped into the wires directly and the green isn't getting any volts or amps??? where does this wire end up going, and can i just splice the right hand wiring into the brake and the yellow turn signals from the vehicle lights. i hope i didn't confuse. thats the best way i know to explain it
 






well i just got done dropping my fuel tank and the clanking noise is coming from some kind of black looking tray??? also the float is broke off. what is the purpose of this black tray thing??? should it be moving around freely??? also can i just buy a float???
