fuel in cylinder -- FIXED

1992 Explorer
We tried to start the 1992 explorer and it wouldnt start. so we tried turning it the engine by hand and it worked. so we took the spark plugs out cause there were a few hard spots and we saw there was a lot of gas in one of the cylinders. We do not know why there is gas in the cylinder so we do not know how to fix the problem. can someone help?

:eek::confused: i dont know if a stuck open injector could do anything like this .
 






does anyone know how to test to see if it is the regulator or the injectors?
 






If it were the regulator, the fuel would go in through the vacuum line to the FPR. Do you see gas in the vacuum line?
 






it was the fuel pressure regulator. thanks for your help!
