Fuel Pump Issue?

Hey guys, have a 2000 Explorer EB 4.0 Sohc. My fuel tank/pump makes a loud whining all the time whether my tank is empty or full. Sometimes it even hesitates to start (same feeling as when jumping a dead battery). Still clicks on when I put it in the on position but whines when I start it? Bad fuel pump? Already changed fuel filter about 1k miles ago.

A fuel pressure test would implicate it, but the redneck way is to check the fuel shrader valve when it don't start. It is like a tire valve, just use common sense. Stick a little screwdriver in. No gas squirting out? Assuming there is power to the fuel pump, it is done. Noises probably sealed its fate already.
