Fuel Pump?

I have an 02 Explorer that has had intermittent starting problems. I have suspected a fuel pressure problem so I hooked up a gauge and tested it. When I turn the key on it jumps to 40-50psi then back to zero. When starting, it pressurizes again and once started it maintains 65-70psi. Am I correct in assuming that the fuel system should remain pressurized while the key is on before cranking? I have checked and there are no fuel leaks anywhere that I can tell. Is there a check valve in the fuel pump (or anywhere in the system) that could be bad? I'm just trying to narrow down potential problems.

Any help is appreciated.
 






Fuel pump and pressure sensor went out on my 04 mountaineer symptoms were random stalling while driving, stalling while idling, and a CEL and p0173 code. Never experienced hard starts.
 






I'm not seeing any of those problems. Once started it runs fine.
