What happens when you do not have the vacuum hose on the fuel regulator?

Fuel Regulator Question

What is WOT? I ask this question because I had a new engine put in and the bozo's at my Ford dealership did not have a vacuum hose hooked up to the regulator and I have been driving this around for a few months. I am very upset with this oversight.
