Gen 3 engine idle problem & funky noise

Gen 3 engine idle problem *fixed*

I have been getting some problems from my new to me ranger. It wants to idle at 2000 and in between shifting gears it doesn't go lower than 2000. It takes a few to get back down to normal idle; but it doesn't go down steady, it goes down in steps. Not sure what it could be.

oh and when I start it up to let it get warm, it starts to make a humming noise that kinda sounds like a shop-vac not sure if that is related to anything to the idle problem.

Forgot the details, its a 1996, 4.0L and its a manual

I got it fixed, it is a lot better now. I got some new stuff out of the junkyard, got the IAC out of a 2001-2003 Ranger and the TPS out of a Explorer Sport 2001-ish. So I geuss the junkyards are still useful to me.
