00 explorer eddie bauer. trying to program the key fob and cand get to work doing the switch on and off setting. but I also don't have power on fuse 28 for(gem) at any time. seems like only thing not working other than display on the radio. what controls the fuse power. thanks

Fuse 28 looks like it should only get power with the key in start position. Check fuse 25 (should always have power) and especially fuse 20 (live in accessory or run key position, and is also for the radio). They are both in the interior fuse panel.

I have power on 20 and 25 but nothing for 28
