Ground strap from firewall

Don’t know if this may be related, but I currently have a ‘no crank’ situation and discovered this ground strap not attached. As you can see in the photo, the other end (follow the grey colored strap) is mounted to the firewall, behind the two wire harnesses that are wrapped with a black plastic clip, near the top if the photo. Should this be attached to the engine somewhere? Don’t believe the hood has a light so can’t see it being attached to hood.

FWIW I had a factory ground strap on my '93, from the hood to the body, without having an underhood light.

You could always have someone hold it to a bare metal bolt on the engine while trying to crank to see if it is your issue.
 






That looks like it hasn’t ever been hooked up. It doesn’t look big enough to be starter related, either. You can test grounding by using a jumper cable between the negative battery post and something bare on the motor.
