hanging rubber strap

wife found a rubber strap was hanging below where both exhaust pipes merge, it's still attached on one end, but the other is hanging loose. Any ideas out there on what it's supposed to secure? how to fix?

Was the wife crawling around under the vehicle?
Get her to take a picture the next time she's under there. That might help.

HaHa, no she noticed as her parking spot at work is on a hill so as she was walking up to it she noticed!
