Headlamp problem on a 2001 Ford Explorer Sport Trac.

This is my first thread and I have learned a lot from reading various threads.

I have issues with my head lights not working (low and high beams) when I move the tilt steering wheel. Only moving the tilt wheel to the most upward position will bring the head lights back on and that is becoming very erratic. Sometimes pushing inward on the combo turn signal/wiper/washer arm will bring the head lights back on. Has anyone had this problem and what is the solution for this? New turn signal arm or is this a possible a wire harness related issue. All other functions of the arm work fine and the parking lights work fine as well as the driving lights. Issue may be thermal related since the problem seems much worse in cold weather. How difficult is it to remove the clam shell housing that covers the steering column? Does the ignition switch have to be removed and what is involved in removing the switch (if required)?

Any suggestions would be appreciated.
